NetWare password changer

I have written a program to change your password in Novell NetWare. It just calls one of the APIs. However, its not working. Is it possible for the admins to disallow users to change their passwords?

Hi.

Yes, allowing users to change their own passwords can be modified to prohibit it, although admin is immune to the barrier.
