NetWare 6.5 cannot install SP4

I cannot install SP4. According to Novell, SP4a should contain server.exe in the /STATUS dir, but after extraction the file isn't there, causing the NWCONFIG install to abort with "The server.exe file is missing from the /STARTUP directory". Is this a known issue? The NW65SP4a.exe file definitely does not contain server.exe.
