As far as I can remember, the vrepair.nlm should also be located in the servers DOS folder, e.g. C:\server.

If not, you have to put a copy, extracted from the installation disk on to a floppy disk.
Then boot the server, go to the console prompt, type in LOAD IDE.DSK of for SCSI the appropriate driver.

After loading the hard drive controller driver, type in:
LOAD C:\SERVER\vrepair.nlm
LOAD A:\vrepair.nlm

Report back.

Thanks! When Vrepair scans volume, system drop down to debug after errors about the lack of RAM.

The thread is a bit old but I have the same problem. How do you load vrepair from MSDOS prompt, I don't think you can. The server boots to console and begins mounting the volume but kicks out with an Abend and can only either dump or reboot. I am unable to load vrepair from console as I do not get a prompt there.

Found it:

Boot to MSDOS prompt (F5 to skip autoexec.bat) then execute "server -ns -na" (without quotation marks, mine was "c:\server.312\server25 -ns -na") which skips novell autoexec whereafter you need to load your hard drive controller driver (mine was "load c:\server.312\isadisk.dsk") then I was able to load vrepair.
