I am running a NetWare 5.1 server, and Novell Client 3.30 on Win 98SE boxes. Is there a way to prevent users from accesing Control Panel? Also, prevent them from changing display properties by right clicking the dektop and selecting Properties and also right clicking the taskbar and selecting Properties?

Yes, If you install the ZENWORKS starter pack that comes with the client, you should be able to use the policies in Novell to diable all sorts of wonderful things like those you mentioned above plus lots more.
