Lock Keyboard during login script

I would like to know if anyone has a util or piece of script that disables the keyboard and mouse during the login script? We have people who exit out and do not get updates, virus patterns, scans, etc.

I'm trying to do the same thing. have been playing with zenmouse.dll to no avail :(

rundll32 zenmouse.dll,SetMouseHook
rundll32 zenmouse.dll,UnSetMouseHook

but appears to have no effect.
