how to configure public IP address

I am trying to proxy from my home computer to my office computer. I installed proxy master on my office computer and proxy host on my home computer. We have 20 public addresses and we can access only three. We talked to our service provider they couldn’t help. We called funk (proxy) they couldn’t help. We Our server is Novell NetWare 5.0. My PC’s are windows 98 with Novell client. We also have a Cisco Router and Border manager. Out of the 3 IP addresses we have we are using one for the Internet and the other two to proxy. The two proxies we have work fine. But 17 we can’t figure out why we can’t access. Does anybody have an idea what we are doing wrong?
