File Sharing / rights issues

We are using a Novell 4.11 server, Win 98 workstations. Experiencing problems with file sharing, file locking, file accessing issues that occur intermittently from different workstations. It's as if all the rights disappear for awhile. This happens on different pcs but not at the same time. When I go out to Dos and type in the Rights command, I get a "Rights-4.22(970314) PTF-675 This utility was unable to get the connection information". During this time the user can login, mapping appears correct and all files and directories appear in the browser - Just cannot open files (on the server) from any application. Whenever this happens, after about 1 - 2 hours, the problem clears up as mysteriously as it appears (without doing anything to resolve it) and all files are accessible.
