My sys volume has run out of space. I also have another volume that is contiguous to sys so I have no free space to expand sys. What is the best method to expand sys? Disk cloning, backup, destroy volume and restore?

NetWare Volumes need not be contiguous. You could, for example, create a NetWare partition and then make 25% of that SYS and 50% VOL1 - that would leave 25% left over. You could then add that remaining 25% free space to the SYS volume even though VOL1 sits between them.
If you have any free space on your NetWare parition, then you simply use NWCONFIG at the server console prompt and go into Standard Disk Options - NetWare Volume Options. You would be able to add free space to an existing NetWare Volume from there.
If you don't have any free space on your NetWare partition (and the partition is not NSS) - then you need to add another drive to your server and place a NetWare partition on there and then assign that space to the SYS volume.
If you are using RAID-5, you can simply add another drive to the array, expand the array and then add a second NetWare partition to the logical drive (NetWare 5.1 supports multiple NetWare partitions on a single logical/physical drive) - if you are using NetWare 4.x, then you will need a product like PowerQuest ServerMagic to expand your NetWare 4.x partition.
