Disabled control panel

Somehow our control panel have been disabled. I'm not sure if this is a Novell issue or A Windows Policy issue. All I know is that after some of our technicians changed some of the rights to files in NWadmin, control panel access on non-ghosted machines is lost. How do I get this back?
