I am having old Server having Novell 4.1 Server.Due to some bad sectors in hard disk I need to install new hard disk. The existing server have large number of users created with specific rights to directories and volumes with different login script. Also there are many printers/queues installed.
My main problem is how to take backup of all the settings and restore in newly installed hard disk. There is only one server in the network.
Also is it possible to take backup of complete Volumes and restore it another hard disk without having to reinstall Novell from scratch ?

Yes. 2 common ways which both create image of the disk, and then put that image on the new disk.
