Will iMac DV 400 go up to OS 10.3?

It sure can (I'm running it on my iMac G3 350 MHz). Just make sure you upgrade it to at least 384 MB of RAM before installation. When you're done with OS X installation, immediately download the 10.3.3 update.

It most certainly can. I own an iMac DV 400 (384 MB RAM) and am running Panther (10.3.4) on it without a problem.
