Where is icon composer on 10.3 CDs?

Ive been trying to find a tool that is supposedly 'included
in every OSX cd set'..it's part of the developer tools, called
icon composer..i really need a *simple* osx icon creator
that properly creates masks etc and this is exactly what i
was looking for..
but...Everywhere i read that its included on the panther
disks, but I've *scoured* all three of my Panther CD's and
cant find it , or much in the way of Devtools at all,
actually..X11 on the 3rd cd and such..but..
I bought my set used from a local mac shop who told me
that it was the whole install set..
pleeeze don't tell me that i'm missing one! They've done it
to me twice before, so I'm worried that they did it again....
...theres only 2 mac shops within the nearest 100 miles,
so i keep going back !
Anyone know where it is, or if I'm missing a disk
(aaaaargh) or where i could find this app...i gather that it
was also possible to get it as part of the free panther dev
tools download from apple, but now because of 10.4/
intel, that's no longer available either..
Anyone???

ps..no i'm not using OS9..i've reset this over and over in prefs via 8 different browsers over the last year, and it just refuses to change...just in case you were wondering....!

Isn't the Developer tools part of the BSD Subsystem package
on the first install disc?

I've got several sets of 10.3 disc from a couple different
machines, and none have a separate Developers Tools CD.

Nope, not there..no room for a 300 meg archive anyways
on disk 1..
looks like the disk (in panther) is a seperate one called
xcode cd..
at least according to this page..
"Every copy of Mac OS X version 10.3 “Panther” includes
the Xcode Tools CD. Xcode Tools is Apple’s development
tools suite..."

However ive not seen it, and it appears neither have you :)

All for a 900k icon tool!

OK never mind..it *is* on CD #4 called Xcode (which used
to be called the 'Developer tools' cd), but you can DL it
from apple if you never got it in your set, which i did..in
case anyone else needs to know..
