I have acquired a laser printer HP 4000 which only has a parallel port. Can I just get any USB to IEEE 1284 (parallel) cable from ebay? Or are there specific ones for mac and ones for pc? USB is the same on both, right?

USB is USB, and parallel is parallel.
Finding drivers for that printer to work over the USB port may be tricky, however.
You're probably better off buying a cheap print server (HP makes good ones, like the JetDirect EX) and using Ethernet.
