Does anyone know of a way to uninstall the 10.3.9
update. I seem to have issues with Safari and classic with
it. I want to revert back to 10.3.8. I don't really want to
have to reinstall OS X and update to 10.3.8.

You don't need to uninstall
Follow in this order
just re-install and make sure to use the Archive and Install
Option and it will save all the users and programs.
Then trash safari
then Update to 10.3.9
then download Safari and re-install
I had the exact same issue and this fixed it
with no loss of data
