I keep getting "error of type-199" when I try
to open a downloaded ".sit" file in Mac OS
9.1. Any help would be appreciated.

I was using Mindexpander for a little
while. Worked sporadically, and couldn't
unwind a lot of files that were thrown it's
way. Stuffit & Zipit are my tried & trues.

Other than a very few Stuffit archives, I have yet to find a file that MindExpander can't handle, or at least pass gracefully to Stuffit Expander.
I wish I could say the same for Stuffit, but Stuffit was (they fixed this problem) poorly coded so that it didn't work *at all* under Mac OS 8.5 - it couldn't handle the FCB allocation table size increase and crashed with a type #119 for about six months until they finally fixed it. Their "fix" was to introduce Stuffit 5, with a new format that was backwards-incompatible with 4.x and earlier, so you *had* to get Expander 5 in order to use files created with newer Stuffit versions. Unfortunately, Expander 5 doesn't install on anything less than System 7.5 (though it *will* work on 7.1 or higher), so MindExpander is the *only* way to go for a Mac Plus, SE, or Classic. (MindExpander, incidentally, works all the way back to System 6, too. *Very* good and stable piece of software. Again, I wish I could say the same for Stuffit...)
