slow ibook, memory problems? HELP!

my friend has an ibook and while running Internet Explorer 5.2 for mac it runs very very slow with lots of "balloons" between loading pages.
the connection is DSL. i am a PC man so i am not that familiar with how MAC's can be tweaked.
- are there any good programs to supress or maximize memory usage - is there any way to defrag or clean a MAC's harddrive - is internet explorer just a bad program to use on MACs?
