My XP Laptop PC all ready sees the wireless connection and says it's connected to my Mac Mini. But when I open Explorer or Firefox on the XP PC, it says "The page cannot be displayed" The XP PC works fine with any other wireless connection. How can it say it's connected through a non- secure connection to my mini but can't access the internet?

Assuming you are wanting to share your internet cnnection "Through" the Mac Mini, You need to turn on "internet sharing"
in 10.4 open System preferences, select "sharing", Select "Inernet". Then decide what connection you want to share from i.e. ethernet. Then select how ou want to share it, in this case "Airport". Once you check the airport option the "Start" button will activate. Select "Start".
This should allow the Internet connection to pass through the mini via airport to the XP machine.
You can set security options through the "Airport Options" button tfo you like once you have it going.
