Restart instead of Shut Down

OS: OSX 10.2.3
CPU/Ram: G4/1.5gig

Just installed OSX 10.2.3 on my G4. SInce the
latest OSX software install, when I try to
power down using the Finder Shut Down
command, the computer automatically goes to
Restart. When it restarts, the mouse and
keyboard are not functional. I have to cut off
electrical power to shut down. After the computer
sits for a while, I can turn the power back on and
start the computer normally with mouse and
keyboard functioning properly. I am using a new
Kensington Turbo trackball and have installed the
OSX driver.

Anyone had similar problems or know a fix?
