I have read all the messages and can find no direct answer to the method of releasing ip address in OSX.
Could anyone please tell me? In OSX, there is no control panel for tcp/ip.

Maybe I'm missing something here but I think this is fairly simple. Choose "System Preferences" in the Apple menu, and click on the "Network" logo under "Internet and Network." There's a tab for TCP/IP settings. Hope this is what you're looking for.

...and to elaborate on that, if you turn TCP/IP off in that control panel, and then turn it back on, that should have the same effect as expiring the DHCP lease.

Thanks Becca and the pickle for their advices. But I really can't release the IP address as I am talking about OS X......how should I turn off the TCP/IP?
My ISP provider said that at present there was no other way to use PC and Mac (OS X) interchangeably.
I am now looking for other solutions.
What would you guys suggest?

Your provider is full of crap.
Set TCP/IP to something other than what it's currently set to connect with (i.e., Internal Modem if you're using Ethernet). Save changes, quit System Preferences, then open it up again and reset it to its original settings.
