problem starting classic in OS X

OS: 10.3.9
CPU/Ram: 256

When I try to start classic in OS X 10.3.9, a
message appears that says: There is a problem
with updating classic specific files: Classic was
unable to update its files in "System Folder
(Classic)" on "Hard Drive".
I've gone through the classic system folder and can't
figure out what is causing this problem. I even
reinstalled OS 9, and tried all the tips in
AppleSupport.com's FAQ's
Any help?

Whch version of OS9? I know there's often problems using classic in the newer versions of OSX if it's not upgraded to 9.2.2..
it's free anyways to do it, as long as you've already got 9x...
