I am considering purchasing a G4 Powerbook. With Apple transitioning to the Intel processor, is there any risk in buying a PowerPC Powerbook now? BR

Probably not but if I were you, I would just buy a Pentium 4 laptop because #1, it's cheaper, #2, it's faster and #3, it will be able to run Windows XP and Mac OS X without emulation so you get the best of both worlds for less money.

A PC won't be able to run Mac OS X without emulation, at least the final version of OS X released for the Intel Macs.

You can currently run a native version of Mac OS X Tiger on PC's supporting SSE2 and SSE3 without any form of emulation. It's in dev, and isn't publicly available, but because Mac is transitioning to the Intel processor base they've re-made their entire OS to run on Intel natively(because not doing so when you're going to be switching to Intel processors would be stupid).
