Powerbook G4 flashing folder with ?

Powerbook G4. Installed new hd and upon powering up I get a flashing folder With the face and ?. Put in install cd and nothing, held down "c" key during reboot and nothing. Reset the PRam and nothing also tried ALT+Shift+Delete upon booting up and still nothing! Somebody help me please!!!!

shut it off. press the power button and hold it till you hear a long beep and let it start. if it doesn't then try starting from the disc. if that doesn't work you're cooked.
