PhotoCD/drive incompatibility

Can anybody help with this? I replaced the CD drive in my PowerComputing PowerCenter 132. The drive is a Teac model CD-532S. OS is 8.6. While the drive will mount most CD-ROMs, it will not recognise any Kodak PhotoCD, PictureCD, or Flashpix format CD. The error message says "do you want to initialise this disk?"
What I believe to be all the possible required Extensions are present: Foreign File Access, Apple Photo Access, High Sierra File Access and ISO9660 File Access, and at various times I have tried both the current Apple CD/DVD Driver and the older Apple CD-ROM driver.
Any ideas why all these photo-oriented formats won't mount?
