PC format disk on Mac

I have to save a website to disk that can be read by P.C. no problem you think make a Hybrid CD can be read by both! but no, the test PC running Windows 2000 brings up the disk all the files show but not the dot extensions, but it says they are html files in the header and if you try to open the files via IE5 you get D:\index.html but if you try opening it, you get a page in the browser saying Page cannot be displayed. Any suggestions?
Summary: all you really need is to format the disk in the pc. copy the file. change the extension to a mac one. eg rename picture.tif to picture.tiff works for me and i don't have pc exchange....
Summary: i've had no problems getting macs to read pc disks as long as the disks were formatted first in the pc. formatting in the mac won't work in the mc also are they all the same drive type? ie double side...
Summary: ..Is there any way my Mac can read a simple text file on a floppy that came from a windex machine without giving me the "this disk is unreadable" message? Any suggestion?...
