I believe so. I have OS 9.1 and I went to "Control Panels"->"Multiple Users" and you can set up as many users with password logon as you like. But be sure to make yourself the "Owner" and set all privledges for your logon.
Your question isn't clear -- do you want to set a password to prevent or allow access to your Mac over a network? Or do several people use a single Mac and you want to keep them away from each others' stuff?
If it's the latter, then Dr. Lakey has given you good advice. If it's the former -- you want to go to the File Sharing control panel and assign passwords. Apple help has the details.
