Outlook Express wont open !!!

Hi, hope someone can help. I am using Mac 8.5 and Outlook Express 5.2, today when I tried to open the program I got this error "The preferences file could not be opened...error(-199)... I have tried deleting the preferences in the system folder as instructed by my Mac book all to no avail. I dont have a disc to reinstall from,any ideas..??!! Tracy.
