OSX 10.3 install problem

CPU/Ram: 400MHZ 1GIG

I attached a firewire HD and formatted it HFS+ on using
the disk utility on the internal drive running 10.2.8 and
installed 10.3 and got the install now option on the CD so
set it upon the external one and they both worked
perfectly, it was dead easy to switch between the two.
I like 10.3 so much I decided to update my internal drive
from 10.2.8 to 10.3, The option on the CD changed to
upgrade so I did, and the internal HD know works nearly
pefectly except restart, shutdown, logout xxxxxx at the
bottom of the apple menu don't do anything so I have to
pus them manually, hold alt to select and boot from the
firewire drive. Can you advise m how to fix those
problems please.

Try repairing permissions on the drive.
