Online upgrade from 10.2 to 10.3

I have a Power Mac G4.
It came with 10.2.?
Just by doing free Apple's software update, I ended up with 10.3.8.
This was great until I had to wipe the hard drive after I hung the system trying to install, then uninstall, a simulation program.
When I reinstalled 10.2 from the disks that came with my G4, and did multiple software updates, but it stopped at 10.2.8.

Anybody have an idea how I got into the 10.3 updates?

You didn't have 10.3 installed unless you have the 10.3
(Panther) CD's.

There is no free download for 10.3, only the updates for
it.
