missing control panels

I recently set up BasiliskII with OS 8 from a Power Macintosh G3 system CD. I then upgraded to OS 8.1 with the free download from Apple's support site. I noticed that this installation did not include At Ease. I checked out a list of control panels online (http://www.graphixmad.plus.com/mac_troubleshooter/system_controlpanels.html) and noticed other panels that I do not have. I re-ran the installers using Custom Install, but the panels were not listed. I downloaded TomeViewer and check every Tome file on the CD but could not find any of the missing panels. Could anyone either explain why there seems to be missing Control panels, or if there are any sites to download them?
I not missing anything important. I would however like the option to use At Ease (which is missing). Of note, I re-checked the before mentioned Control Panel list and noticed a few were labled for OS 8 when they are for OS 8.5

At Ease is *absolutely worthless*. WTH do you need it for?
I really don't have a use for it right now, but I would like the option whether to use it or not.
What I would like to know is why At Ease isn't included on the OS 8 system CD that I have, and if there is somewhere online to download the full version for OS 8.1?

Apple pretty much quit doing anything with it after about 7.5. Honestly, unless you're curious to see how much it really does suck, there's no point in even playing with it.
