Minimal System for Startup

On older systems, I could copy the system suitcase and the finder and have a bootable system. But on 9.2.2, there must be a list somewhere that tells what are the minimum files required to make a bootable system folder. I am trying to make a utility disk and would like if someone could help out

If I make a RAM disk and put these items into a 'System Folder', and then go to startup disk, I can see the RAM disk but it does not let me select it as the start disk. Can you give me any other help?

Chris: ram disk contents are vaporized on shutdown or reboot. I don;t see why you want a MINIMUM system for your utility disk. The MINIMUM system won't be able to run jack sh*t as far as utilities.

On the contrary, the RAM disk's contents are written to the hard drive on shutdown since they are there again when I restart. I want to use a minimum system in this fashion because Tech Tool requires a writeable preference file which a CD does not give to me. Apparently you don't know Jack s--- either!
