Mac wont start

Having some trouble starting up my mini mac... When I turn it on 1 of 2 things happens. Either the system makes the startup sound followed closely by three loud beeps and then does nothing (black screen). Or the system starts up and displays a flashing globe followed shortly after by a flashing question mark.
I have tried rebooting holding c with OSX software disk in the drive but the system just returns to the flashing question mark and will not run the disc????
