Is it true that if you take Rom from a Mac II and add it to the Mac SE30, you will then be able to run System 8.1.?

No.
The Mac II ROMs don't even *fit* an SE/30, but they're not 32-bit clean either.
The IIfx and IIsi ROM SIMMs will both fit an SE/30, and both will work, but the IIsi works better.
Running 8.1 on any II-series machine is an exercise in futility, however. It's only useful as a proof of concept. It's horribly slow and very difficult to get any actual work done as a result.
