powerbook G4 open and "working" circles, yet frozen. can't power off either.

Got your install DVD? Boot from that, run Disk Utility and post what it says. It's probably in need of repair or it's unfixable. Laptop hard drives die MUCH MUCH more often than desktop drives. It's a powerbook G4 so it's 5-7 years old. Hopefully it just needs a repair. If not back up what you can, wipe it and reinstall OS X.
