Mac freezes when try to boot cd

my teacher gave me a Powermac 6100/60av. Mac os 9.1 was installed on it and he told me it worked perfectly. He wanted to downgrade the os and it crashed half way. 9.1 wouldn't boot up, so he formatted the disk for me. Now here is the problem. I insert Mac OS 8.6 into the cdrom and the disk with the ? just freezes. I tried it with the official disk that came with it and same thing happens.
I succsesfully installed 7.5.1 on to the HDD from another computer hoping it would boot up with the older OS, the loading bar appiers but it stops the exact position OS 9.1 did.

Try putting the CD into the drive, then switch on the Mac while holding down the "C" key on the keboard. This may make it boot from the CD. Otherwise, try re-formatting the hard drive and installing again. If the worst comes to the worst, then a replacement hard drive may be required if the current one refuses to work.
