You create a file, save it, then back it up, along with EVERYTHING else you don't want to lose.
For example in IE, click "Window", "Favorites". Then click "File", "Export favorites". You'll create a new file, "favorites.html" which you can put on the desktop then save on a CD.

OE doesn't work on OS X, but Entourage does, and just about every other OS X mail client I can think of can import OE data anyway.
