iMac won't boot!!

I have an 500 mhz Indigo iMac with OS 9.x installed on it. I tried to boot it up and only get a blinking question mark and a folder. I have flashed the PROM. I have reseated the memory. I have held down the C key and the option key when I tried to boot from the CD. When I try to boot from the CD I do get the two arrows (circle arrow and right arrow) to select the start-up drive I want to select but no drive icons show up.

I can get to the mac-boot prompt using keyboard shortcuts on restart, but can't get past this point.

All of which has failed.

So, do you think simply installing a new HD would fix this problem?

Probably, but if you can't boot from CD, installing a new HD won't do much good...
