I am attempting to do a fresh install on an old LC575 with the original 7.5 install cd. Whenever I start up from the system software cd, I keep getting the message that there doesn't appear to be a hard drive to format. The drive currently works, so I know it's not dead. Any suggestions?

You may not have apple hard drive, it may have been replaced by non-apple hard drive. The apple hard drive has a ROM to indentify it self as an apple drive.

Get yourself a third party formatting util. (E-mail me if you need one & and I'll e-mail it back for you). De-fragment & check the drive for errors with it, then do a 'clean install' of your OS. Afterwards you can trash the 'old' system folder.
