I have the latest G4 w/OS 9.1 loaded and OS X packaged. The CD Rom will open automatically when the system is first powered up. Doing a restart will not cause the Cd Rom drive to open at startup.
The CD rom drive opens immediately after the power button is pressed.

Sounds like you might have something stuck holding the eject button down. Open up the front of the Mac - just pull the CD door down with your fingernail or something - and make sure there isn't a small bit of dirt or plastic or something stuck between the front of the bezel and the eject button on the front of the CD-ROM drive.

I managed to have an Apple Tech visit me for a seminar on OS X. He helped me in finding out what the solution to the problem.
The problem was from an adapter connecting on the keyboard(an iMate adapter for a dongle key). After removing the adapter, the cd rom tray works properly. Thanks for the help 'the pickle'.
