Freezes on happy face mac start up

I have an imac DV tat will only boot up from a CD. When i start the computer up, it gets to a small computer with a happy face and stops there. I tried tech tools pro 2 and Norton. I also did a clean install of Mac OS 9, but no luck. I think I have to zero all data. I baught a zip 250 usb drive so i can back up my stuff. I need a diver but the iomega site only has drives bigger than a floppy. I was wondering if you could help. And also, is there a browser that doesn't require putting anything in the system folder (other than iCab)? Small browsers will be best.

Boot from the CD that came with the iMac.

Open your System Folder on your hard drive, and remove the Preferences folder. Place it on your desktop.

Open the Startup Disk control panel and set the startup disk to the hard drive.

Reboot.
