Empty Folder Will Not Delete

OS: OS X 10.2.3
CPU/Ram: G3 600/256mb

After cleaning up my har drive, I proceded to empty the TRASH. I got this message...
(The operation cannot be completed because the item "Icon" is locked)
I opened the folder and took all of the empty folders out...they were able to be deleted, but this folder will not go away.
It is an empty folder (4kb).
I did delete the program that created it...if you need that info.

I forgot to mention...I was logged in as ROOT when I tried deleting it.

Open the Terminal.

Type 'sudo rm ' (that trailing space is important) and then drag the file onto the terminal window.

Press Return or Enter in the Terminal window.

Enter your password if needed.

POOF! It's gone.

There are two solutions that I can think of.

1) Check to see what the permissions of the folder are. If the permission is for someone else, or especially for someone in a different group, logging in as that person and deleting it should do the trick.

2) Your other option is to use the sudo command in the terminal. It's best to ask someone more familiar with Unix about the best way to go about doing it. I don't feel like erasing your hard drive.

oh, there is a third way. move the file to some folder that's on your computer and forget it's there

Try starting up from your installer CD,
then empty thre trash.
