Easily solved. Dashboard is part of OS X 10.4 (Tiger) and not part of 10.3 (Panther). You have two options: either purchase the newer OS or download Konfabulator. This was the predecessor to Dashboard and has recently been purchased by Netscape. They have made this application free to all from what I understand and that's what I used to use to run widgets back in Panther.
Good luck!
