convert Win app/.exe to Mac app (job)

Hi, I'm looking for someone who can convert a very simple Windows application, which was made for me using delphi on windows, to a Macintosh aplication (see http://www.patrickjansen.net/gls/listmanager1.3b.zip ). The .exe is used to edit a .txt file but has no real value in itself. Does anybody know a good place/n.g. to start looking for someone who can do this? If by any chance you think 'hey, i'm interested'.. mail me a cost/time estimation ;) (ps. take into account that it's a complementary app and not the main product -> low budget ... through acquintance got 2 offers under $250, still high?)
