Loading OS 9 onto a Wintel machine will NEVER be successful. Loading XP onto an Apple machine will be equally as futile, unless you're using VPC or something.
PC's are designed to allow Microsoft's crash plugins to work. As apple macs do not wish to crash, they do not support them.

Wasnt the original plan to make os9 /osX intel capable also ? whatever happened to that initiative ?. A "mac-tel" os woulda still been a lot more stable, than the "~-tel"s and a lot easier to afford for those of us who scour the bins for used boxes... try finding an old G4 for a fiver! Yea right....:)

No, that wasn't the original plan.

The answer to all this lies in the machines architecture. Mac os is only designed to work with PowerPC processors and PC's are only designed to work with Intel or equivelent processors.
As for the plan to make OSX usable on both platforms! Originally Next the unix varient OSX is loosly based around was for PC's, but was reworked for MAC's. However OSX is supposdly being ported to the PC but I wouldn't like to guess when if ever it will Arive.
It was possible in the days of Windows NT to install Windows on a Mac but that didn't work with anything other than NT.
If your that desperate for a different operating system you could always try Linux.
