Can't send external mail on proxy server with Outlook Express

At my company we have an I-Mac using Outlook Express. Using our proxy server it will send mail internally (i.e. to someone@wilmington.co.uk) but when trying to send externally after trying to send a message it says:
'The server returned the error 'relaying delay''
I have tried trashing TCP/IP preferences, and checking Outlook Express settings but to no avail.

I had the same thing happen to me, and my problem I learned was that I had two different e-mail accounts, with two different ISP's. One was a long distance number and the other was a local number. I would try to receive my long distance ISP mail through my local ISP. I was told that to be able to receive the mail from my long distance ISP, I had to dial up using the number of the long distance ISP, or have my local one put a program on their server to receive the mail from the long distance ISP. I hope this helps you solve your problem.
