Can't find Web Sharing control panel!

I've been given a PowerMac running OS8 (with no OS8 disk, just a system 7 CD of course) and I desperately need to use the Web Sharing. But I don't see Web sharing anywhere in the control panel. AND, I can't FIND anything on the machine for Web Sharing, Personal Web Sharing, or Personal NetFinder (which is what I most want to use.)
Does anyone know if these are hidden somewhere and I need to do something to enable them? Or can I download them somehow? Help! Thanks!
