Cannot Boot From CD

I recently replaced my CD drive with a TDK 5200B writer. Now I cannot boot from the CD. For instance if I put in Norton System works or the System restore CD in my computer it comes up just fine. If i run the system restore cd it asks me to restart my computer. when i do it does not boot from the cd it just goes back to the desktop. I tried goiong to system preferences and selecting the cd drive as my startup disk and holding down "c" when booting. Stil cannot boot from cd.
