Cannot boot from CD / QuestionMark!

Yesterday I force-quit my way out of Netscape, and when I rebooted my way out of that frozen force-quit, the reboot failed to find a system folder (I got the flashing question mark folder). Multiple reboots have not helped, and for some reason the machine will not start up from CD even when I hold down the C key. What steps should I take at this point? I'd really like to be able to use my computer again....someday.....
Specs: Tangerine iBook G3 "clamshell", 300MHz, 160MB RAM, Mac OS 9.2.2. 4GB HD with plenty of empty HD space. I don't remember whether my HD is formatted in Extended HFS or not.

Restart the Mac while holding down the Apple Key to the left of the spacebar and also the Alt (option) key and also hold down "p"& "r" keep them held down untill you hear the startup tone 3 times at least and then release if it still wont boot from the cd, then try restarting the mac while holding down the ALT (option) key this will give you a boot screen and will eventually show you the drives it can boot from, it should list the Mac HD and the CD click on the CD and then Click the forward arrow. if it still wont boot you'll need to take it to an apple repair specalist.
