I need an audio program that I can use music I
already have on my hard drive (mp3 format) as
background music, and put my voice over it.
Basically I need a program that I can sample
tracks with my lyrics over them. Is there a good
program to do this?

The following come to mind, although I'm not sure which of them can do that exact task without extra hardware...


Pro Tools
BIAS Peak
Cubase

There are probably some more; try googling for "OS X audio sampling" and see what you get.

Just did quite a bit of "hands on" research on this topic over the holidays. Check out trial versions of "PEAK" , an audio recorder/editor, and it's companion "DECK", the multi-track mixing board. Both of from the software company "BIAS". Adobe Premiere has nice audio features, but it's really a video program. For FREE , you could play around with Digidesign's "PRO TOOLS". You can download a free version . While this freebie is for OS 9 ONLY, it gives you a good feel for the program should you decide to explore it further. Also, grab an iMIC...very cool! Handles both mic and line level.

Quicktime Pro (Still only $29.99) would allow you
to "add" audio clips to another audio or video
clip:

* Open both audio files in a separate QT player.
* Find the place on the destination file. (You can
use the "info" window to see the timeframe
number (min:sec)
* Copy the dub clip and then "Add" not "Paste" it
on the destination clip.
* Save the dubbed file as a new "Self Contained"
file.

Hope this simple edit tool works!
