8600 sleep at startup

Power Mac 8600 running system 8.1, after installation of RAM, began "going to sleep" at startup. Upon pressing startup key disk activity can be heard, but before anything appears on monitor, disk activity and startup progress cease. Control/command/startup key (as in force restart) will bring machine up and running. Deinstallation of RAM had no effect, so I don't think that was the cause. Upgrading to OS 9--no effect. Low-level disk reinitialization--no effect. Vacuuming innards--no effect.
