GCC is an open-source collection of compilers (or GCC could stand for just the C compiler from the collection). It's used in Linux-based systems, BSD, and now OS X.

The official web site is gcc.gnu.org. If you want to use it on win2k, you'll need to set up Cygwin, which is free from cygwin.com.
